Perspectives on electoral systems, constitutional design, and policy around the world, based primarily on my research interests. Planted in: Canada The Canadian parliament reopened today, following its prorogation some weeks ago. The throne speech has been delivered, and the budget is tabled tomorrow at 4:00 p.m. Eastern. This will be an interesting week. Will the coalition remain intact and replace the government? Or did Harper make enough concessions to ward off the united opposition to his minority government? It was too cold for the traditional 21-gun salute. An omen for this session of parliament?
