Tim reports that with one hour of voting left, El Salvador’s Channel 21 says turnout in that country’s presidential election could approach 70%.*
El Salvador tends to have quite low turnout, even in presidential elections. Sometimes during the 20 years of ARENA control turnout has not even reached 40% of registered voters.
Is there any scenario in which this turnout surge does not portend a victory by Funes? Perhaps a landslide?

* Tim is doing regular updates of an election day post, and the turnout note is indicated as 4:00 p.m.
