    The Canadian federal election for a new parliament will be January 23. This election was called because the government yesterday lost a confidence vote; “The Liberal defeat marks the first time a government has fallen on a straight motion of no-confidence.”

    1. Hi;

      Help stop the multi-billion dollar fraud being committed by the federal and provincial governments, each week in Canada. This fraud is being committed against your people in Toronto, as well as the rest of Canada.

      This is message from a concerned Canadian with respect to deliberate fraud and theft by the ten lottery corporations (provincial) under license from the federal government. I have in the past contacted the RCMP but we all know how impotent they are in stopping true crimes against Canadians. Specifically the lotteries that are fraudulent are the 6-49 and super 7 lotteries (the ones which have balls flying around… The rigged results are achieved with magnets and electromagnetic force fields or by simply having a hidden column of 6 numbered balls ….There are a thousand ways of rigging the results and if a wrong ball (i.e. wrong numbered ball) accidentally drops, then it is an actual lottery)

      Please find the following message sent to the RCMP ( I have contacted the RCMP more than once on this issue)

      ‘Previous message….

      OK and remember I have been a member of the PEO (professional engineers of Ontario) for over 23 years. I am a Waterloo engineer; I have masters in finance degree and have earned a PhD in finance, although they are trying to stop my paper on the correct method for pricing non-linear derivative securities.

      Many Canadian and American business people and professionals have these details re grand fraud / theft by the provincial governments while licensed by the federal government. The lottery is a fraud; it is stealing after tax dollars from Canadians. This is 150% worse than stealing tax dollars i.e. the sponsorship scandal and 100 times greater.

      The federal liberals know and backed down twice re taxing lottery wins and the Quebec Liberal government once.

      Our Common Law heritage allows the following; if insurance is paid for with after tax dollars, then the benefits are tax free, to the beneficiaries. If the insurance premiums are paid with before tax dollars (i.e. the premiums are tax deductible) then the benefits when realized are taxable.
      This means to all the brain dead politicians, that if you want to tax lottery wins, then all lottery ticket purchases are a tax deductible expense. As the poor are disproportionately represented with respect to lottery sales, this would still benefit the government. However, windfall earnings (in this case lottery wins would qualify) can be spread over a number of years, to mitigate tax consequences.

      Bob Rae was Ontario premier and posted letters stating ‘ no sales to minors’ within one week after the first time I stopped the taxing of lottery wins.

      …. end of previous message

      I had dropped off the letters at John O’Reilly’s liberal office in Lindsay Ontario both times I stopped the federal government from taxing lottery wins. The time I stopped the Quebec Government just recently (again liberal government) I e-mailed them.

      Also prior to my intervention they also gave ’10% of ticket win value’ as a bonus to the store owners who sold the ticket. As they assign the wins to a particular store (or two or three stores if the prize are split) this means they were giving million dollar prizes to which store owners???”
      Now they cap the bonuses at $1000. (Unless the winning ticket is sold by charity….. this I do not mind).

      Here is one statistic that proves my point (I do not need this stat to prove the lotteries are fraud)
      ‘> 96% (actually 98.6%) of the big wins are from quick picks yet even presently, 40 % of all tickets purchased are sets of 6 numbers chosen by the buyer and marked on a card (originally it was 60% of ticket sales where people selecting a set of 6 numbers (1 to 49). This is a statistical anomaly that can only be explained by fraud and deliberate predetermination of the winning numbers (including locking out the winning numbers so the prize money builds and more revenue is generated). Note with the 6-49 lottery it is sets of 6 numbers (49 chose 6) with the super 7 it is sets of 7 numbers (49 chose 7).
      It is easier for them to rig (preset the winning numbers) using quick picks as it eliminates at least one computer search as well as timing logistics. With the quick picks they simply chose the 6 numbers and lock them out. If they want a win they assign these to a particular store and time (or two stores etc if split prize) again through quick picks. We know people who have re written their numbers 20 times on different cards / tickets, only to be rejected each time and after the fake draw, these 6 numbers where the winners (one time it was 5 numbers plus the bonus).
      Why does this happen? Because they (the government) maximize the revenue and they can give away millions to their friends and or geopolitical masters.
      If the lotteries were legit, the location (where the ticket was sold) of the winning tickets over time would approximate the revenue patterns…i.e. most wins would be along the 401 corridor, localized near the populated centers (Toronto etc) …this is not the case.
      Another statistical anomaly is with the 6-49 lotteries; (up until I first stopped the taxing of lottery wins) the prize value of the win never went beyond $20 million dollars. With 49 chose 6 permutations, the odds of a winning ticket (if legit lottery) are 1 in 13.983816 million. There is no way in Gods earth that over time the lottery would not build up over $20 million dollars.
      In Quebec (if you are in the” in crowd “) people have been approached and asked ‘if I give you the winning ticket…how much will you kick back to _________???. Viva la difference nas pas.

      This fraud is across Canada.

      The liberals know of this fraudulent behavior and do nothing about it!!!!

      I now have a problem believing the government on any issue, including tax revenues ( the Canadian Constitution specifically excludes the federal government from collecting taxes but they still do …only the provinces and municipalities have the constitutional right to collect taxes …. balance of powers). (There is a clause that allows the feds to take over any thing that affects two or more provinces but this necessitates specific legislation and changes to our constitution)

      What to do??? Toronto should have its own lottery, with balls, only legit. I could design the logistics for you. Let anyone play but only sell in greater TO area. In no time at all, it would be a huge success, as the winnings would mostly stay in the TO area. If the government (provincial or federal) objected, have the RCMP charge them with fraud re 6/49 and super 7 lotteries. You may want to cap the first prize at say $30 million and then trickle down a greater portion of the prize money to the secondary, tertiary prizes and so on. If not the first prize would often grow in excess of $100 million dollars due to the statistical logistics.

      Lottery Corporation’s casinos cheat as well. The professional card counters (easy skill to learn) count to negative 55 or 56 many times playing blackjack. This is only possible if the casino is cheating, as the greatest negative count (regardless of the number of decks in chute….usually 6 decks) would be negative 12 maybe negative 15. The true statistics of a legitimate game of blackjack would be ‘mean reverting’ and the game cannot be legitimate if the count reaches an absolute value of 55 or 56. Here the casinos let the gamblers win the small bets and cheat them out of the big bets. How many people commit suicide each month due to gambling losses? Are the cheaters not also murders?

      Counting method: cards 7 and down count negative one (-1) and a 5 counts negative 2 (-2); cards 8 and up count plus one (+1) and an ace counts plus 2 (+2). It is not illegal to count cards at a game in any casino. The casinos do not like counters and force them to leave, against their rights under are constitution and charter of freedom and rights.

      Sincerely yours;

      David G. Gowing P.Eng. MScA CFP

      ps Do I not qualify for a whistle blower award as % of the total fraud…????? if so I hope it is in US dollars …. The credibility of our government is bound to have an adverse affect on the value of the Looney.
