Fruits & Votes is the Web-log of Matthew S. Shugart ("MSS"), Professor of Political Science, University of California, Davis.
Perspectives on electoral systems, constitutional design, and policy around the world, based primarily on my research interests. BBC is reporting that Shiite negotiators say a deal has been reached on issues of federalism and that a final draft will be put before parliament within two days. Sunni politicians say there is no deal. Wouldn’t you just love to know what is being said behind those closed doors?
