Fruits & Votes is the Web-log of Matthew S. Shugart ("MSS"), Professor of Political Science, University of California, Davis.
Perspectives on electoral systems, constitutional design, and policy around the world, based primarily on my research interests. It appears the runoff in Egypt’s presidential election will be between two candidates who combined for less than half the votes cast–out of a turnout of well under half the voters.
